Low voltage to headlight

Default Low voltage to headlight

Hi everyone, my driver headlight is getting about 0.6 volts to the low beam headlight. I took a volt meter and measured at the connection, and at the fuse box, both measured the same, so it's something before the fusebox? The passenger comes in about 14-15 volts from what I remember. I tried searching for the problem on this forum and google, but I may not be asking the right questions. I'm pretty new to cars, so I don't have much experience with troubleshooting, but I have a good general grasp on things. I'm at a loss at this point, any help would be appreciated. Thanks
