If you can take the rotors off the car.

-Sand everything down or use wirebrush.
-Mask off the pad contact surface area on the rotor.
-Paint with high temp caliper paint
-Reinstall on car
-Paint will keep rotors looking clean for a long time

The rotor surface will always rust until you drive then it will go way.. As far as the bas is concerned a nice fresh coat of paint will solve that issue.. Good Luck

I say wait untill you need new rotors and just bite the bullet and do your whole setup. Buy some good plated rotors and paint your calipers. Mine use to look just like yours.

I just got done with mine on Saturday. Check it out. Good Luck

Being a old VW restorer there are some excellent products out there to deal with rust. My personal favorites are the POR line up of products.

Another spray on product that is designed to disolve rust is Kroil from KANO Labs.

Very good stuff much better than WD-40. In your case, Kroil and wire brush will make things look brand new.

since your signature indicates you're in california, a simple cleaning and spraying will do.

if you're in a climate that snows, i would get special plated brakes that prevents rust.
