Searched for Carista OBD2 on Google Play and only Carista OBD2 I found was from Prizmos, LLC but was free no charge. Is this the correct software?

Yup, that's the one: Carista OBD2. Our company name is Prizmos LLC. It's a free app, but in order to use the Lexus-specific functions, you have to make an in-app purchase (it's called the "Pro Package"). Payment goes through Google Play, the same way that it does when you buy a fully paid app.
The app will only offer the Pro Package when it detects that you're connected to a compatible car and you get to a point where you wanna use some Lexus-specific functionality.

The pro pack appears to be $19.99 - does that cover all features for all cars that Carista supports? or would additional in app purchases be required for other supported cars (currently supported cars, and cars that Carista will support in the future)?

Yes, that covers all features for all cars that are currently supported. And at least in the near future, when we release updates, we plan to enable the new functionality and new supported makes and models for free for users who have already purchased the Pro Package.

Couldn't find the setting for venting the roof vs sliding the sunroof from the fob.

Yes, definitely. But like in all cases, it's limited by what settings the car is programmed to expose; the one difference that I've noticed with Canadian models is that they don't expose a setting for enabling/disabling the DRLs... since they're required by law for you guys, and they're always on.

No, that's not a configurable setting on these cars, as far as I know.
No specific timeline yet. I hope to have a prototype within a couple of months. But it takes a while to build a quality app, test it, make it production-ready, etc. You can sign up for updates here: http://www.caristaapp.com/ios/
