The fan that cools the radiator is always turning. Its a clutch fan and is connected to the waterpump and belt driven.
There are many reasons our cars can overheat:

Bad clutch fan
Bad or leaking waterpump
Air in the cooling system after doing cooling component replacement
Bad radiator cap
bad condensor fan (small fan)
Bad relay for condensor fan
leaking radiator
Leaking hoses
Blown Head gasket
Bad thermostat

Hope that helps
