You guys are looking at it back-asswards. When choosing a wastegate you choose the spring based on the minimum amount of boost you choose to run. Anyone can acheive 1 or 2 or 3, etc psi at part throttle......but normally WOT is how you base anything to do with your boost. Example: Your installing an electronic boost controller. Are you gonna tune your high boost value on 75% throttle? No, thats just assinine. I'm pretty sure I know a thing or two about wastegates and how they work
+1, spring psi is the max psi you can run without a boost controller, and for the usdm version (2jzge) of our car you can only tune wot (with a piggyback) unless you take out the o2 sensors.

You also want to consider the max boost you want to run. A general rule of thumb is to double the max psi rating of the spring for max controllable boost. For example, if I want to run 30 psi, I could use a 15 psi spring and boot control it up to 30 psi. If I have a 7 psi spring, I'd only want to push a max of about 14 psi through it using a boost controller.
