Sorry this happened to you! That's no light scratch.
This incident definitely shows the value of having a surveillance camera. The lucky part was you were able to speak to the mother as this occurred - otherwise tracking the family down might have posed a challenge and would have likely involved waiting on law enforcement.
Anyway, good suggestion by Steve to let insurance deal with it, but I guess we'll see what the mother has to say when you present her with the Lexus quotation.

Defintely go with the report to insurance route. I'm pretty sure the mother will fight you on paying that amount or try to convince you to go to a "friend's" shop who will do it cheaper (with less quality).

Will the car be taped, bagged and masked for protection during the entire repair/paint process?

Yeah it sucks big time I knew it costs more then 1k to paint the hood by the dealer I got a rough estimate on the phone the guy told me we strip the old paint completely and start from there. If you don't wanna do that try using the touch paint sand/buff it up after the paint cures and see how it comes up.

PS - I'm with Steve on letting your insurance company deal with the neighbor whose child damaged your car. You will not gain anything by taking on the job yourself of getting reimbursed for the damage your neighbor's son caused to your car.
