Loose brake rotor making noise?

Default Loose brake rotor making noise?

So this morning I applied some CRC Disc Brake Quiet to see if this fixes my squealing brake pads:

Now on the passager side when I removed the lug nut that was holding the rotor the rotor became loose. I tried to push the rotor to lay flat on the hub but it would still loosen up. So when I put on the wheels i tried my best to push the wheel so make the rotor sit flush and to put the lug nuts on. Then I spun the wheel and I got some sorta clicking noise. I recorded it:

At the 40 second mark is the driver side where the rotor didn't become loose. That side is silent.
I also spun the rotors when I had a lug on the stud to wipe them down with brake cleaner and neither side made a noise. It was only after I put the wheel back on and the rotor became loose that the noise appeared.

Any ideas?

I didn't touch the dust cover at all. On a positive note, it seems like the CRC Disc Brake Quiet is doing it's magic because I haven't heard any more squealing at all. I also don't hear that noise on the passager side after torquing the wheels to spec.
