Is it just me or is the 19/29 estimated mpg completely false?

Is it just me or is the 19/29 estimated mpg completely false?
Recently purchased a 2013 GS 350 AWD FSport with 27K miles. After driving it for a few days in the city and on the highway I'm only getting a little over 19 mph avg with a majority of the miles on the highway. Computer was showing 15.4 while driving in the city. I was expecting a little better than that. I changed the oil and put a new air filter in at purchase. What's everyone else averaging?

My City average is 15-17 MPG, maybe even lower if it's 100% city.
Highway average is 21 MPG but I've seen 27 before on a flat road cruising at a steady 70 MPH.
My combined MPG is 19, this is my daily commute MPG.
These are all in Eco mode. I don't know if there is a difference between Normal and Eco in terms of MPG, maybe 1 MPG difference? I know Sport+ will definitely use more fuel due to the very touchy throttle response and always high RPM.

If I'm only in slow (40 mph max) stop-and-go city traffic I might only average 15-20 mph and get ~15 MPG. Throw in some highway driving and the average might improve to ~20 MPG, while all [flat] highway driving at a constant speed with no stopping might get ~27+ MPG.

In 2014 the RWD got the 19/29 est. I don't feel it's easy to achieve but I also don't feel like it should be super difficult to achieve, so I haven't tried all that hard after 7k miles. At first I was disappointed but now I don't really care, it's not all that bad after all.

2014 GS 350 RWD with 5,700 miles. Tomorrow will be precisely 4 months that i have the vehicle.
On average I get about 17.7 city and 25 highway. I always fill up full tank when my cruising range is is around 5-10 miles left , and the shortest distance that i have ever traveled with my GS was 260 miles, which is about 17.1. mpg. However, the best that ive done with a lot of highway driving and non-aggressive driving has been around 330 miles, 21.7 mpg. That a big difference, 70 miles. But for the majority of the time my average on a full tank is around 290-300 miles, so 19.5 mpg would be my average. But keep in my i reside in Hollywood, and the traffic here in the city and highway is horrible for the better part of the day.
I know i can get around 23-24 mpg pretty easily with a little more restraint but i only drive in Sport mode because i desire the sharper throttle response and the stiffer steering wheel. I never drive in ECO, it drives me crazy. Im more than happy getting 20 mpg.

I have 6K miles now and my MPG is still the same as the day I drove it off the lot. Maybe my car is still breaking in until 500K miles?
