A new app update for the phone was realeased roughly a week ago. Lexus is aware of the issue and is releasing updates in two parts. Part one was the release for the phone app itself and later (no date has been given yet), your Enform system in your car will update itself. I know that this doesn't help at this moment in time but Lexus is working on a solution

Droid Razr with Android ICS Works
I updated my Razr with ICS just prior to Verizon's OTA update, and I've had no problem connecting to the car and accessing all the apps, bluetooth audio, messages, etc.
I'm hoping any updates from Lexus don't cause problems for me in the future.
Prior to ICS, I used Smart Actions (Razr built in app) to control battery usage. I set it up to turn bluetooth on in any charging state, and off when disconnected from a charger. I noticed no problem with Enform even then, so perhaps cycling bluetooth on/off was key? I always charged when I was in the car because battery life stinks with the Razr.
There's an app called Settings Profile in the Google Play store that does what Smart Actions does on all Andriod OS phones. I used that to tweak settings based on location, like slience all when I get to church, etc.
