The leasing companies have a base "acquisition fee" that they charge. On BMW's it is $725 right now. Almost all dealers try to mark it up - usually $200 (most leasing arms only allow a certain markup by the dealer). If a dealer tells you he is waiving the fee, he is most likely hiding it in your sell price, or perhaps a significantly marked up money factor (which they can and do mark up - also up to a certain amount).
The odds of truly getting an acquisition fee waived is pretty slim as its not the dealer who is charging it.
