Looks like it's just a blue/white LED light. Remember your DRL are your high beam lights. There is a second small bulb on the top left/right of each DRL. Looks like he has a bypass switch to turn on his fog lights and use the inner bulbs instead of the DRL/Highbeams.

Yep. Those are just the head on angle to his parking lights which look like cheap autozone bulbs and then bypass the fogs by tapping into the wire before it gets to the control inside on your turn signal rod and then wire it to 12V and ground your switch and you can now control your fogs independently of your headlights being on or off. I'm sure there's a wiring guide. It maybe on another car but the exact same concept. Disabling the function and tapping in a switch to override and control the power to your fogs.
