Maybe he came out of a parking spot and was trying to make a u-turn...
What I don't get is how he got the ENTIRE CAR in the wet cement... One would think that once his front wheels sunk into the wet cement he would have stopped!

OMG. This is hilarious!!! Just like to say that this is not my car, even though it looks like it and I drive on Kirby a few times a week!!!

I completely agree with you that getting a car that far into the cement would be possible... I'm just saying you have to be pretty stupid or have terrible reflexes to do it.
