Need to remove lock from old fuel door switch panel

Default Need to remove lock from old fuel door switch panel

Hi everyone, The fuel door switch finally broke after many years of service so I bought a brand shiny new one however I need to remove the locking barrel that sits in the middle (see pic) of the panel so I can fit it to the new one. This is getting to be very frustrating as there are no visible tangs or detents that I could push down to remove it. There is a bracket that is attached to the back of the panel by 3 screws which I have already removed but the lock still will not budge. Any ideas from my esteemed fellow Lexus owners would be greatly appreciated.
