Default Is it normal to feel the VVT-i kick in?

Noticed today that if I'm accelerating somewhat aggressively but not full WOT that once the engine hits 4000rpm power output seems to jump and I can feel a noticeable kick in speed.

I'm in the middle of a complete tune (plugs, TB/MAF cleaning, O2 sensors at some point) and just wondering if this sounds like normal behavior, or an indication that some regular maintenance is needed, or a sign of something bigger.

Simple answer, no.
What you may be feeling is the Acoustic Control Induction System...

Ah I was just about to post about the ACIS. I didn't even know it existed and barely caught a mention of it in another thread. Interesting system. Would make sense if it's an on/off system that kicks in around 4000rpm that I would feel a sudden difference.

Maybe this will motivate me to finish the baseline and try and get the lower end of the revs to match!
