Auto low beam function European and US car difference

Auto low beam function European and US car difference
Hello!
I have European version of a Lexus GS300 1999. At the time it was sold we had by law demand that the low beam always should be on. Therefore my auto mode on lights doesn't impact low beam on or off. It just regulate interior button lights but when it is sunny / daylight outside my symbol for parking/position lightning lights up in my dashboard. I think that there should me an easy solution to set it to "original" so that I can use the DRL function without low beam HID during daytime in auto mode.
My question is then, do any of you guys know what they did to these cars so they had low beam HID on at all times? The law is changed now so u could use DRL.? Could it just be a relay?

If I had to guess, this is probably done by one of the body computers. If so, you could swap the responsible one with one from another country to eliminate that feature. You might not have the hardware installed in the car from the factory to make use of the stock half power high beam DRL system, though.

Maybe this is a Scandinavian feature due to the very strict laws concerning low beam before the LED DRL came in new vehicles. I'm thinking how lexus solved this change and if it is easy for me to get the same feature as you. I'll talk to some lexus repairs hop and see
