coolant add back only 1/3 then full
My timing belt change interrupted because I can't get the bolt off, so I put all back including radiator.
I forgot drive belt because old one not in removed parts box as I prepare to abandon I used to drained 1+ gallon coolant yet added less half gallon then it is full to top of the reservoir. I understand there may be air so I tried to drain from bottom, nothing came out. I closed the valve and started the car for one minute no temperature raise. why?

What bolt could you not get off?
As for coolant, you need to start the car and get it warm, it drains from the pump and part of the block and most fo the heads and then lower hose, as well as the radiator. So filling it in the radiator and expecting it to fill it all up won't work. You need to start it and then add more. It will take a few times starting it, getting it warm, thermostat open, and then add more.
Keep the overflow full, it will suck from that when the engine cools down (assuming you don't open the cap, it needs that vacuum sealed)
