Radiator Fans running 24/7?
So my buddy bailed to Costa Rica a few months ago. I owed him a favor and he owed me couple. I had a car wreck and I don't like to finance so he's lending me his GS300 to drive temp and then sell for him. I picked it up 3 hours a way and drove it home last night. It drives amazing, I've never driven a car that smooth and not quick but powerful. I thought I was bad *** until I got passed by a Lambo
I've got some issues in order of what I believe are most important.
The dual electric fans run full blown non stop from initial crank. They make the whole car throb. I know its them because I pulled the fuses that controlled them and all vibrations and non normal noise halted. I'm uncertain of when and how these fans are told to turn on. I thought it was when the car came to a stop at idle and the cold air was not flowing through the radiator to cool it. Note the car does not run hot at all. The temp gauge stays put. Obviously I need to remedy this.
The check engine light is on, my scanner through 2 O2 sensors and 2 evap sensors.
The check oil light is illuminated yellow, not red. And its got oil in it although I'm certain it could use a change immediately. 10w40 right?
Thanks in advance guys I appreciate the help.

And I def just found a thread on my issue. Everyone line up to kick me in the ****. Except the thread derails and goes no where. It looks like this is one of those $1k dealership repairs or an ECM.
