the previous owner since had it since 45k its now 127k.. said no accidents, but you never know. and look at the rubber sticking out from the top of the headlight. thats the flush i want
edit: i didnt mean foglight, i meant the inner headlight.

Looks like the bumper support isn't aligned correctly. Looks to be pushed down and to the passenger side. You can tell if it's an aftermarket bumper buy looking where the chrome strip ends on both sides. I had a problem with a body shop not to long ago and I had a problem like this. It looks like my hood was misaligned but it was the bumper support that wasn't aligned which gave the hood/light gap.

Crappy aftermarket bumper

Chrome strip ending piece from bad quality aftermarket bumper

OP...yes...looks like your front wasn't fixed properly to specs...the hood looks perfect with the side fenders...gap is even on both sides....so the issue is definitely the front bumper and the frame.

thanks for the reply. do you think i should follow the DIY bumper removal and try to readjust the left side? or will i be better off bringing it to a autobody shop
