Default 98 gs400 p0715

Looking for a little help. I've read lots of previous threads on this subject but I still have a few questions. I have a 98 GS400 with a P0715 code. I removed the O/D direct clutch speed sensor, it rang out with 633 ohms. That is a good reading but it went open when I wiggled the pins on the sensor. I installed a new one. I did a resistance check of the new sensor once it was installed. I checked it at the ECM E4 connector and it was good, showing me that the sensor and wiring are good. I raised the rear, spun the wheels and checked for voltage at the E4 connector, I have 1.2 VAC . At the same wheel speed, the Vehicle Speed Sensor has 1.3 VAC.
My questions are; Is this voltage good? Does the ECM compare the two sensor values and give the fault code if they aren't the same? What do I check next?
Any help would be greatly appreciated.
