Parking brake doesn't completely hold car

Parking brake doesn't completely hold car
When parked on level ground, if i put the car in neutral and use the parking brake the car doesnt move at all, but if im on even a slight incline, the car will slowly slide even though the parking brake is engaged? Why is that? How can I fix it? Oh and this is only when im just using neutral, like when im in the car waiting for someone or something, when I actually park the car (engage the parking brake AND put the transmission in park) there is no problem since the transmission is holding the car as well.

tried adjusting the parking brake shoe?
pop off rear wheels, with parking brake off, and car in neutral, spin rotor until rotor hole (there is a hole that sits between 2 lug bolts) spin it until the hole is facing downward. look through and adjust rotor until you can see something that looks like a clog wheel with teeth. with flat head screw driver, either push to rotate of flick the flat head to rotate that cog wheel. do a couple of turns, spin the rotor until you can feel just a bit of resistance. what that cog wheel does is adjust the resting position of the parking brake shoes. from use, and maybe you left the parking brake on while driving a bit, the brake shoes get worn down. they are still good as they are only used when parking, but you might need to adjust them from time to time.
