Default GS400 Engine Clunking Noise @ Low RPM

After washing my car this afternoon, I noticed my engine is making a clunking noise a low RPM. (car in drive with the A/C off)

I believe it might be the harmonic balancer, although I'm not sure. I've taken a video so you guys can hear:

I took off the belt today and determined that the tensioner pulley bearings are toast.

Usually, it's recommended to change the tensioner during the timing belt replacement.

There's a timing belt tensioner, and a serpentine belt tensioner. I'm guessing you're talking about both?
