I had this issue. Use baby powder and apply it on both sides. Makes it stick more. I know it sounds weird, but it worked.

the issue is that the spring is worn out, you can either take it apart and rewind the spring or repace the seat belt... happens on nearly every toyota vehicle more than 10 years old....

Are your seatbelts dirty? Very Dirty. My ivory interior ones were soiled, so I unbolted them at the seat base end, then pulled them out as far as they could go. Then i shut the door on them to hold them outstretched. Then i sat them in a bucket (which was sat on a table outside the car door) of cleaning solution over night. Then i put a nail up, hooked them up so they were stretched out taught and used my water pressure blaster on them. Let them dry and the look and feel like new.

Common problem on Preludes, dirt was often the problem. Try cleaning the belt and hinges.

Yup, me too, figured it was "normal", this is my first Lexus and most Japanese cars I have been in have lame seat belt retractors. Not one of my GM cars ever did. Just thought it was normal.
