Exclamation Throttle Control Motor Question

i pulled out my TCM and gave it power straight from the car battery and nothing happened ... question is . if its in working condition shouldnt it start spinning. ?

INSPECT THROTTLE CONTROL MOTOR for operating sound.

(1) Turn the ignition switch ON.
(2) When turning the accelerator pedal position sensor
lever, check the running sound of the motor. Also,
check that there is no friction sound.
If operation is not as specified, check the throttle control motor,
wiring and ECM.
(a) Disconnect the throttle control motor connector.
(b) Using an ohmmeter, measure the resistance between terminal
3 (CL–) and 4 (CL+).
Resistance: 4.2 – 5.2 W at 20°C (68°F)
(c) Using an ohmmeter, measure the resistance between terminal
1 (M+) and 2 (M–).
Resistance: 0.3 – 100 W at 20°C (68°F)
If the resistance is not as specified, replace the throttle control
motor.
(d) Reconnect the throttle control motor connector.







INSPECT THROTTLE POSITION SENSOR
(a) Disconnect the throttle position sensor connector.
(b) Using an ohmmeter, measure the resistance between terminals
VC and E2.
Resistance: 1.2 – 3.2 kW at 20°C (68°F)
If the resistance is not as specified, replace the throttle position
sensor.
(c) Reconnect the throttle position sensor connector.

INSPECT ACCELERATOR PEDAL POSITION SENSOR
(a) Disconnect the accelerator pedal position sensor connector.
(b) Using an ohmmeter, measure the resistance between terminals
VC and E2.
Resistance: 1.2 – 3.2 kW at 20°C (68°F)
If the resistance is not as specified, replace the accelerator pedal
position sensor.

Ohms on sensors came back good the tcm came back 0 even as I floored the pedal

did the procedure and TPS and REPLACED THE THROTTLE control motor and still same issue

i purchased the car and after 1st week of driving it would go into limp mode while stopping and going at a traffic light. i would disc the battery for 10 mins to reset it..and it would drive fine for about 10 mins then right back to limp mode. i left it in limp and pulled the code received a p0120 code and replaced TPS and got nothing.
after doing some searching here ran the ohm test and the numbers came back good except for the TCM ..went purchased that and still nothing ! so tomorrow im returning the TCM and exchanging it for the APP..

I have a 2002 lexus is300. I currently have codes p1127, p0100, and p0715. Someone spliced the TCM connector. The cables that were shelded are no longer shelded and I believe that is my issue. I already replaced my entire throttle body with another used one and it is running just as bad. It shuts off all the time and pretty much doesn't run unless I have the pedal held just right.
