Default I have a question about my 3 piece wheel rebuild

I have some Asanti barrels and wanted to put an ssr gt3 face in it, but I have a problem. The diameter of the face flange is a couple millimeters (2-4) smaller than the barrel flanges. The face doesn't press fit into the barrel, it slides freely in and out (no jokes here ).

I'm sure if I clamped all 40 bolts down it would be difficult to move the face by hand, but I would think that I don't want to depend on only the nuts and bolts to handle the load. Is there anything I can do to correct this. Any tricks that a refinisher would use to fix this, like machining a small insert or inserting a slivers of aluminum? I really want to use these faces but hoping I don't have to buy 4 new barrels. I am willing to pay for some type of machining.

from the first picture, do the bolts even line up or go into the holes?
