Try using Never Dull metal polish. That stuff works wonders.
If that doesn't work for you then there is a good chance that the chrome has a clearcoat over it which means you will have to treat it like paint. Try using Deep Crystal Paint Cleaner Step 1 on the wheels.
If it still won't come off then you may have to wet sand, polish, and get them clearcoated.
Do the most cost effective methods first unless you decide to get them professionally refinished.

whats that stuff on there? hard water from sprinkler system? it actually looks like some kind of wheel cleaner that had a chemical reaction to the finish of your lips. is the face of your wheels also have this problem?

you have killed the clear coat on the rims with either a VERY agressive wheel cleaner or left it on too long or sprayed while the wheel was still hot after driving or all of the above.
If you have clear coat / anodize (which it sounds like) no polish will get rid of it.
As mentioned, you will have to get the clear coat professionally removed and either get it clear coated or deal with hand polishing, which in this case is the lesser of the evils and if you should stain or scratch your rims, etc. you can polish it out with Mothers, etc.
