Here's a photo of a non-lowered 98 GS with a fresh set of 18" 2010 RX350 wheels. Decent offset. The front caliper girdle had to be ground about 2mm for clearance.

You HAVE to lower the GS to "close the gap." No way around it.
Just putting 20s on it without lowering looks silly.
20" OE FX wheels are narrow and the offset sucks. And you still have to
buy 20" tires because the OE FX tires are too tall.
Your best bet would be OE take-off 18" GS wheels or maybe 18" IS wheels.
Anything else will need hubcentric rings and appropriate lug nuts.
