Questions: TTE lip and P0420 CEL

Freeze frame data ( i have no idea)
DTC for which Freeze Frame was Stored P0420
Fuel System 1 Status: Closed Loop
Fuel System 2 Status: Closed Loop
Calculated LOAD Value: 60.39 %
Engine Coolant Temp: 194.00 °F
Engine RPM: 1,723.25 rpm
Vehicle Speed Sensor: 22.99 mph
Intake Air Temperature: 104.00 °F
Short Term Fuel Trim-Bank 1: 2.34 %
Long Term Fuel Trim-Bank 1: -8.59 %
Short Term Fuel Trim-Bank 2: 1.56 %
Long Term Fuel Trim-Bank 2: -10.94 %
Would this be a catalytic failure (cat getting old)? Or this could be something to do with the spark plug (new), coil pack (don't know age), or possibly bad injector? I have SRT intake with race ecu installed. I installed aftermarket O2 sensor to the SS headers.
Diagnotic says Bank 1 cat effiency issues. I assume bank 1 is the passenger side. I'm crossing my fingers and hope that I accidentally filled my gas tank with 87 octane.

TTE lip.
I just got my TTE lip from Sewell, $439.05 painted and shipped, today. If I install it, do I lose access to the front screws/bolts? --- the one screws that allow you to remove the bottom engine cover.
Also, Is there an alternative install besides using their glue? Which would be a better method (molding will not be part of equation). I have the clear 3m VHB double sided tape and it doesn't stick as well as advertised...maybe I'm suppose to get the black version?

CEL update: CEL still comes on when putting correct fuel so I didn't have a senile moment. Since it's bank 1...and I don't know for sure which is bank 1 yet. I will next try to switch all four coilpacks from one side to the other. If my CEL comes out to be bank 2..then I would suspect a bad coil. NO INPUT?
TTE Lip: If I decide to use the provide glue, will I end up sanding part of the paint? I have not test fit yet...querying the experienced ppl.

CEL update: Switched the 4 ignition coils and same result (switched from left to right). Bank 1 catalytic converter effiency code still comes up for bank 1.
Since I still get shudders once in a while, there is a possibility that the ignition wires may be bad. Will look for methods to test ignition wires (please link if anyone finds it).
If wires are okay. I guess I will check the new spark plugs... Then finally, switch the catalytic converts from right to left and see if Bank 2 comes up. If bank 2 comes up...then I must switch the catalytic converter.
IF anyone see any possible problems...please chime in.

I can't find oem cat for 200... I checked ebay. None of them will sell to CA. LOL. CARB is doing something shady here in California. It's the most expensive part...kinda hope it wasn't the cat. My last resort is to switch the cat from bank 1 to bank 2 and see if the code follows.

No hurt in swapping the cats, try it out. My buddy actually got a universal cat for his 01 RX300 for $200 at a muffler shop in LA. I don't remember how it was installed, if it was welded or bolt on, but it hasn't given him any cells yet. I don't think you can find an OEM cat for $200. Even the CAT's for 90+ honda civics go for $600+

If push comes to shove I'm gonna try and order one from ebay (bolt on)...if declined...I'll let someone else order one for me. I think some private company is in cahoots with CARB and trying to rip Californians. CARB is really an ****... If the sniff is clean, then the damn cat is doing it's job.

Cool let me know if it goes through. I have a 98 GS, but who knows when the CAT will go out.
I installed my TTE lip by drilling my own holes from the the lip to the bumper. Also put screws on the side. I didn't use any tape or glue. So far its been holding up great.

Undercover as in splash shield ? Well mine was damaged on the freeway, so I removed it. Its just bolted on to the bumper. I used long dry wall screws with those rubber inserts to hold them in. It's kind of funky, but it works. I didnt like the idea of glueing my front bumper, and I didnt think 3m tape was strong enought to hold it on.
