Could be a few things and not just ball joints.. How many miles is that in US miles? Ball joints, tie rods, caster arms, balance, alignment..etc.. I would start with the basics first.. tire balance and alignment.. If that doesn't work try ball joints and tie rods..

Get the balancing and alignnment done first as tmf2004 said. No sense in spending money when it doesn't need to be spent. Of course if your car has a lot of miles on it, you may want to get that done just to be safe. I posted a DIY on lower ball joints and outer tie rods yesterday. Both pairs will cost you about 220 bucks, and it should take you maybe 1 or so do do the replacement.
