Just looked yesterday at the fogs on my 2000 GS300 and while the "fixture" lens is clear the bulb is covered by a yellow lens and metal mask/shroud.
So you likely already have yellow fog lights.

I do have HID, but why yellow fog lights only with HID?
Oh, I get it!
HID gives much whiter (broader spectrum) light so visibility in fog would be even more of a problem than normally, so yellow fogs would give contrast balance.
But that also means you can buy the yellow fog fixtures from Lexus.
