finally located OEM side skirts for my GS4, my question is.. should i order new clips or is there
a way to remove the old side skirt without breaking the clips?

no you should be able to reuse the old clips if you know how to take them off correctly. just push the center part of the clip until you hear a click, then the whole clip will just fall off
