How do you adjust the headlights?

How do you adjust the headlights?
Got a 1993 Lexus GS the other day -- driving it at night I noticed the headlights were pointed down so far as to be completely useless... I had to drive by the light of the foglights... is that lame or what?
So, my question to you all is -- since my GS didn't come with an owners manual (it was a repo), how do you adjust the headlights? Peeking under the hood I noticed that there's a little window with a level in it, and a couple of screws on the edge, but have no idea which way to turn which screw to adjust the lights, or if that's even the purpose of the two screws...

There are 2 aims, one is to adjust it left to right, the other is up and down. Any how, turning a screw clockwise makes the aim go up or right depending on the screw. Counter clockwise makes the aim go down and also aims it left.

Awesome, thanks for the info. Also searched and found the older thread about this subject.
Headlights are focused, makes a huge difference, now I can actually see where I'm going at night!
