Heater blows warm, then cold, then warm again

Heater blows warm, then cold, then warm again
The heater on my 1998 GS 300 was blowing cold air on the driver's side; hot on the passenger's side. So I removed the Servo Motor on the driver's side. It appeared to be working fine as well as the door itself. I checked the little sensor under the driver's side dash and it appeared to be working.
I then flushed the radiator and heater core. There was debris in the heater core. Immediately thereafter the heater on the driver's side was blowing warm, not hot. But not the driver's side provides only intermediate heat.
While driving, the heat on the driver's side will range from cold, to warm then cold again. It will warm up more when the temp is set higher or when the vehicle is running harder. Any ideas?
