Exclamation Major fuel rail leak, engine slowly dies out...

ok so i put my fuel rail together and all the o rings and seals are in properly, however, fuel's spraying out of this bolt that's circled in red, and it's spraying out from the area where the grey arrows are coming from.



my question is, if this bolt is torqued down to spec, and it's somehow still leaking, what am i doing wrong? is there a seal or something supposed to go around it?
