Default Throttle not resting on stop = high idle

Hey guys, I just bought a '94 GS300, and it's been having an issue with the idle speed being around 1250. The first thing I did was try to confirm the TPS sensor's calibration. Fixed that (from reading posts on here), now the idle's down to 850 or so. I'd like to set my timing more accurately, because I know how sensitive it is to the engine being at the proper speed. My issue is as follows -

The throttle lever does not come down onto the throttle stop on it's own. There's maybe a 1mm gap, and if I push it down to the stop, it idles down to 650 like normal. Then when I let go or rev the engine, it settles back 1mm above the stop.

The only thing that looks like it might be contributing to not letting it sit on the stop, is the black actuator-looking thing on the back side of the TB. It's plunger barely touches the lever at idle, keeping it from closing fully. But from what I can tell, there are no lines or electrical connectors going to it. What is that thing? I tried cleaning the TB with cleaner and a toothbrush twice, and none of the cables are tight. What's the deal guys?

does anyone elses throttle lever rest on the stop? please?

Did you try adjusting the wire length? Tightening your throttle cable? That might work.
Yes my throttle lever rests on the stop.

kinda sounds like a sticky throttle body check the shaft & bearing it might be binding
