Check the plastic Panel by your feet above the pedals. take out the screws and it will just drop off if the black metal clip has come off of the column. Fix everything properly and the click should be gone.

if you have trouble locating it, just turn your car on, get down, and turn the steering wheel and listen for the click.

GS's are rear drive so it wouldnt be a CV. It could possibly be he u/rag joint on the column. Did you pull the clip down and reinstall it ?

The steering shaking is either an alignment or a wheel ballancing issue. If the 18's have taped on weights, they could have been knocked off when they were installed.
