On the checkout page when you use paypal there should be a box for you to enter an offer code.

doesn't work
It says "This Redemption Code cannot be used from your PayPal account."
and there is o place to enter it on Ebay either.

It's possible this code may only be usable by select recipients. Await verification before committing to purchase, or posting to your auction listings.

Strange, it works for me.
I guess it just works for some and not for others, can't hurt to try though
