Everyone else that does business on earth pays the price of doing business. It's not only against paypal policy to charge surcharges that will get your account suspended, it's not the buyers responsibility to have to deal with such nonsense when trying to do you a favor and buy your product. In the future you should consider doing business properly when selling an item instead of putting charges that you should pay onto the buyers in undue stress and expense. Many forums will remove your classified access for doing so, and we've discussed it here as well.
