I don't know how to test a flash. Should it work without hooking it up to a camera?

Last time I had it out, around 7years ago, it worked fine. Now it does not power on, probably due to mold inside battery compartment, also one spring from one of the negative battery terminals is missing. Mold is inside battery compartment, on grip handle, little on film door. Honestly camera condition is 3.5-4 out of 10.

As for testing the strobe, you can do a manual trigger by pressing the lighted button. The flash will fire but it will not indicate if the electronics are communicating with the body-TTL properly until you have exposed film to gauge.
