Low Washer Fluid Light stays on

There’s a level sensor inside the washer fluid bottle. It can get stuck on ‘empty’ possition.
Drain all the fluid then put inside a garden hose with full pressure, leave it like that for a couple of seconds and I bet the sensor would get unstuck.

I recently had to fix the same issue on a BMW. I removed the tank from the car and cleaned it out. The car sat for a long time with the lid open so all the alcohol evaporated and left behind a sludge like mess from the cleaning agent. Sensor is a magnetic float and it got in the down position.
All cars use a float, it just differs on how it’s activated.
I would recommend that you get a mechanic to check it out. The best way is to remove the tank and inspect it. Also check the electrical connection, make sure it wasn’t damaged in a prior accident.
For reference, I like to search eBay for used listings of a washer fluid tank for an ES350 and it usually gives me a good idea of where all the connections are and what to expect.
