Default Passenger seat belts

The passenger seat belts on my 2011 do not 'give' a little. When someone shifts in their seat, the belt tightens up (allowing little to no movement)...almost to the point of being uncomfortable. Is this normal/expected behavior? Or do I need to have them looked at? Thank you.

Sudden movement will normally lock the belt. You can normally ease the pressure by slowly pulling out more belt. Plus you can raise or lower the belt at the pillar for a more comfortable fit. If the mechanism is jammed then it should be looked at.
