Front license plate mount
I live in New Jersey and need to mount a license plate on the front bumper of my ES350. The bumper is drilled with plastic buttons inserted in the holes. My assumption is the holes are thru holes. What hardware is required? And if it requires bolts and nuts, and how do I get behind the bumper to install the nuts?

I'm pretty sure the holes to mount the bracket aren't the same spacing at the holes in a plate. So I'd get yourself the OEM bracket and put it back in that spot. It comes with screws that thread into the plastic bumper (like wood screws, not machine screws)
It's cheesy looking, but the OEM brakcet looks like this:
