Loose vacuum line actuator connector

Default Loose vacuum line actuator connector

I took off plastic valve cover piece today (trying to change valve cover gaskets, etc) and found this connector not even connected. Is this supposed to be like this? AFAIK if was never touched, so why would factory leave it like that?

Someone disconnected that, just plug it back in.

That's weird cause nobody has worked on it in a long time and its been like that for LONG time. What does this vacuum solenoid do anyways?
