Does anyone in Toronto have any OEM rear springs for a 99 es300 that they can sell me?

Your best bet is an auto wrecker.

Cookstown Auto Wreckers at hwy 400 & hwy 89 had three ES300's in the yard two weeks ago when I went.

You can also cross-reference the Toyota part numbers to see if the springs can be pulled from other cars, such as the Camry, Solara or Avalon.
