1995 ES300 failed smog today

1995 ES300 failed smog today
Hi guys I took my car in for smog today and it failed because of a high HC (PPM) reading during the 15 mph test
Here are my readings

I just recently replaced all 6 spark plugs and both front and rear valve cover gaskets and spark plug tube seals along with all of the EGR gaskets and throttle body gasket since i had to remove all of those things to change the rear valve cover gasket. Any advice would be appreciated, Thanks!
