Power steering is ok when in Park but not when in Drive.
I have a 1995 lexus es300. It is easy to turn the wheel left and right when the gear shifter is in the "Park" position but as soon as I put the car in "Drive" it becomes stiff. This stiffness happens on the freeway too and I think everytime I break.
