When I bought my ES300 one of the foglights also did not turn on. I disconnected it and found a little bit of sand and water inside the connection clip between the ballast and electrical system. Almost like someone had been driving it on the beach.. Anywho, got the sand and water out of the connection and good as new. You may want to peer into the connector and see if it's clean. Check you fuses too. I'm not sure if the headlights and foglights are on the same fuse or not, but I'm sure someone here knows. Good luck.
