Excess paint removal
What is the best way to remove dried excess touch up paint from a touch up pen?
Can I sand this down without damaging the clear coat?
I don't want to have to paint any parts. It never turns out right (for me)
Is a buffing compound better?
What are my options?

I'd start light and then go down with the heavier stuff, before you do too much irreversible damage to the area.
Start with a clay bar - it works to remove light over-spray. If that doesn't work then go at it with some polish or rubbing compound. Lastly, resort to wet-sanding if the paint is too stubborn.

Like others have said you can wet sand then polish, but be careful if you are NOT experienced.
