Radiator Fans Not Turning on

Radiator Fans Not Turning on
I've got a 2000 ES300 I am trying to troubleshoot.
Currently, both radiator fans will not turn on, this causes the car to overheat when stuck in traffic.
Couple things I have tested:
Plugged both fans directly into the battery, they both work fine.
Tested the thermostat near the upper radiator hose, it's giving me what appears to be a decent reading when I check the resistance.
Changed all 3 relays in the engine bay.
Flushed/changed the radiator fluid.
I have noticed the AC compressor makes a grinding sound when it kicks on, I am not sure if this is related to my problem though.
Anybody have any other ideas?
