Default Help fan not turning on

I was driving on the road yesterday and smoke came out on the radiator cap. I had changed the themostat and the switch on the right side near the thermostat house. Yet the fan is still not turning on. I also pulled out the relay and that does not seem to be the problem. 1997 lexus es300

Check the actual fan motor to see if it's not burnt out.

I brought the car a couple month ago. I notice the fan were running nonstop because someone replace the radiator but didn't install in the ect switch on the bottom so i went to the junkyard and brought the wire and the ect switch. When i plug in it finally turn off but the issue is i waited for 30 minute the fan never came on to the point i can see smoke coming out the radiator cap.

i got the testing procedure i think and i believe i already test all of it. I'm just wondering what can be wrong with it since the relay/thermostat/ect switch are all working fine...
i don't know if im going to far with this but is there any chance water pump or power steering have anything to do with it?

Gotta recheck that switch man. Like you mentioned earlier, maybe the pump isn't pumping.

Which switch ? There like four switch. On left side there two more switch is there something to do with that? I research it could be the steering pump connector? Where would that harness be?
