I'd avoid it altogether.
Having such low km on a 12 year old car tells you its either had plenty of short trips (bad) or been sitting parked too long (also bad).
Think of all the things you'd have to replace right off the bat on it simply due to age: tires, accessory belts, timing belt, maybe hoses and all of the fluids.
$11k can buy you a much newer vehicle (albeit with more miles) that will be better than the 2002. With Lexus, high mileage is not really as big a factor as it is for domestic vehicles.
A 2002 ES with average miles would sell for less than half of that.
